Jeffrey Nixon, BS, MS

Jeffrey Nixon has recently retired as Lieutenant after serving 27 years in Public Safety, over 16 years pragmatic supervisory experience, 10 years at the command management level; driving organizational leadership and staff development for an accredited law enforcement organization.

Mr. Nixon holds a Masters Degree in Organizational Management from Eastern Connecticut State University, Bachelors Degree in Police Administration from the University of New Haven, and an Associates Degree in Criminal Justice from the Three Rivers Community Technical College.

Mr. Nixon has received numerous awards during his career, to include consecutive MADD DUI Enforcement Awards (1990 & 1991), the Department’s Life Saving Award (1992), VFW DARE Officer of the Year (1994), two Meritorious Service Awards (1993 & 1996), Waterford Rotary “Vocational Excellence” Award (1995) and was named a (2008) recipient of the “Paul Harris” fellowship by the Groton-Ledyard Rotary. In 2013, Jeffrey was recognized by U.S. Senator Blumenthal as one of Connecticut’s “First one-hundred Men,” for his commitment to violence prevention and intervention programs related to domestic and intimate partner violence.

Mr. Nixon began his career with the Town of Waterford in 1988 as a Patrolman assigned to the Patrol Division. He later served as a Youth Officer assigned to the Investigative services unit, working with the Waterford school system through numerous Youth Education initiatives (1992 – 1996). He was promoted to the rank of Sergeant in October of 1996, assigned to the Patrol Division. In 1999 he was assigned to the Support Services Unit, with supervisory responsibility over the Training and Records functions (DDACTS/ FOIA/ records retention & destruction). In August 2003, he was promoted to the rank of Lieutenant, returning to command the Patrol Division. Prior to serving with the Town of Waterford Police Department, Lieutenant Nixon served with the New London (CT) Police Department (1985 – 1988) as a civilian employee, Emergency Communications Dispatcher and a Supernumerary Police Officer.

Ancillary to administrative responsibilities, Mr. Nixon has experience in leading such groups as the Accident Investigation Team, Crisis Intervention Team, as well as having oversight of the department’s civilian Community Service Officers. He previously participated as a member of the Millstone Security Workgroup, Waterford Emergency Management team, Southeastern Connecticut Incident Management Team, and serves on – Connecticut Area IV Regional planning teams for (Law Enforcement, Behavioral Health and Mass Care services).

Mr. Nixon is a state certified instructor with the POST Council, having held teaching certifications in Human behavior, Patrol tactics, numerous Use of Force topics for law enforcement, and NHTSA certification in conducting motor vehicle enforcement. He is also an adjunct faculty member with Three Rivers Community Technical College (Norwich, CT. since 2000), teaching in the Criminal Justice program of study. Lieutenant Nixon is a participating instructor with the Connecticut Alliance to Benefit Law Enforcement, currently serving as the Chairperson on their Board of Directors.

Mr. Nixon carries a proud family tradition of being one of three familial generations providing safety services, as well as being co-owner of a private business for more than 20 years with his wife Kay. Jeffrey is a life-long resident of New England, where he and his wife of over 25 years have made their home and raised their four children.
